[audio] make resampler consistently flush buffer

Merged Jeremy Lainé requested to merge github/fork/jlaine/audioresampler-flush into main

In the previous behaviour it was only possible to perform flushing for a "passthrough" resampler, dropping the final frames if actual resampling was required.
